Millie Adams became the Circuit Executive for the 8th Circuit on August 4, 1997, succeeding June Boadwine who retired.
The Circuit Executive's Office is located in the Thomas F. Eagleton Courthouse in St. Louis, Missouri.

Circuit executives were created by Congress in 1971 (28 U.S.C. § 332(e)) to assume many administrative responsibilities of the courts. The Circuit Executive is appointed by the Eighth Circuit Judicial Council and is supervised by the Chief Judge of the Eighth Circuit Court of Appeals, who serves as the chair of the Judicial Council. The Circuit Executive and office staff responsibilities include, but are not limited to, the following: liaise with the seven states in the circuit, the marshal’s office, state and local bar associations, civic groups, and the media; administer nonjudicial activities of the Court of Appeals; conduct studies relating to the business and administration of the courts within the circuit; prepare recommendations and reports to the chief judge, Judicial Council, and the U.S. Judicial Conference; prepare and administer the Court of Appeals budget; serve as custodian for the Attorney Admission Fee Fund and the Eighth Circuit Judicial Conference Fund; serve as Employment Dispute Resolution Coordinator; administer the employee assistance and leave share program; and serve as an ex officio member and reporter for the Judicial Council and Court of Appeals committees. Each year, the Circuit Executive's Office stages the Judicial Conference for the Eighth Circuit. In addition, the office coordinates many of the administrative functions of the Courts. These include automation, Circuit liaison with outside agencies and organizations, budgeting and personnel administration for the Court of Appeals, space and facilities management for the Circuit, and miscellaneous other activities as directed by the Judicial Council and the Chief Judge of the Circuit.
